Need help on in game message

it is so strange that I can not send any message in game

I can press ENTER and type something one the console, and press ENTER seems send out,
but I can not see my sent message in message log
and it seems no one else in the game see my message and say Hi back to me

does anyone know what is the option disabled my in game message?

So I believe this is due to blizzard banning chat restrictions on your account/cd key

It’s happening to me too but on and off.
