I was wanting to know how it works for preventing realm down.
Like can I bot using the same IP address on East and West as long as I have different cd keys and do they add together (since same IP address) to get “Waiting in Line”?
Or since they are on different realms are they completely independent of each other?

before 2018 the same key could be used for playing in the same time on different realms, but they patched that. In those times the realms counting was totally separated.
idk what changes were added in the meantime, and you should test by yourself these changes, in order to see how the temporary restrictions are applied in this case.
